This is a test card in the shape of a Rasbperry Pi Compute Module 4. It independently breaks out all 200 pins onto 2mm headers, to allow for easy probing using a multimeter.
Please note that it is only designed for passive probing- the traces on the board were not routed with consideration for current capacity or differential signal integrity. But it can help you that everything on your board is wired to the connectors properly.
